Master plans are closely tied to zoning decisions, especially decisions made by the Zoning Board of Appeals. The State of Michigan's Planning Enabling Act (Act 33 of 2008, as amended), requires a municipality's master plan to contain a land use plan, recommendations on infrastructure, and recommendations to redevelop or rehabilitate blighted areas.
In 2008, the Planning Commission created the current master plan, which was subsequently approved by the village council on August 20.
Bellaire's master plan includes the general goals of preserving the unique beauty of Bellaire, protecting the health, safety and welfare of village residents, promoting a diverse business environment, encouraging cultural facilities and events, and encouraging property owners in downtown and along the business corridor to upgrade the visual appearance of their properties.
The master plan is available online, at the Bellaire Public Library, or a hard copy can be purchased at the village offices for $25.
Parks and Recreation Plan 2007-2012
To be eligible to apply for Michigan DNR grants, a recreation plan must be on file with the DNR's Grants Department. The village's Parks Committee assembles the plan and presents it to the village council. At this point, council either sends the back to committee for revisions, or approves the plan after a pulic hearing.
The Parks and Recreation plan is available online or a hard copy can be purchased at the village offices for $25.
