Roles and Responsibilities of the
Village Council:
A summary of the roles and responsibilities of the Village Council, Village
President, and Council Executive are provided below.
The legislative authority (law-making) power of the Village is given to the
Village Council. The Village Council, within the confines of the Village
Charter (the General Law Village Act), all appropriate state and federal
laws, and court decisions, formulates the policy direction for the Village
of Bellaire through formal votes and the adoption of ordinances and policy
resolutions.
The Village President is the Chief Executive Officer and the ceremonial head
for the Village of Bellaire. The Village President, on-behalf of the Village
Council ensures that the policies of the Village Council are being carried
out. The Village President also is the presiding officer of all Village
Council meetings.

- Respond to citizen concerns
- Represent various segments of the community
- Appoint and direct the Council Executive and Village
Attorney
- Establish Village policies by enacting ordinances
and resolutions
- Approve the annual Village budget

Role of the Council Executive:
What is the relationship/connection between the Council Executive and the
Village Council?
The President and Council appoint a Council Executive who serves at the
Council’s pleasure. The Executive is present during meetings to give advice
and make recommendations on policy and other issues; the Council may or may
not adopt them and may modify the recommendations. The Council Executive is
bound by whatever action the Council takes and is responsible for ensuring
the implementation of the Council’s adopted policies and direction. The
Council in turn supervises and evaluates the Executive’s performance. In
general, the functions of the Council and Executive are as follows:
General Functions of
the Council Executive:
- Serve the Village Council and community
- Administer Village government projects and programs
- Work with all Department Head and Village staff
- Serve as the Council's chief advisor
- Carry out Council policies
- Prepare the Village budget for Council consideration
What positions are appointed by the Council Executive?
No positions within the Village are appointed by the Council Executive. The
Village Council upon recommendation of the Administration Committee hires
and fires staff.
What are the duties
of the Council Executive?
The Council Executive oversees the day-to-day functions and operations of
the Village. Based on the direction of the Council, the Council Executive
has the following responsibilities:
- Recommends employees’ compensation in consultation
with the Department head to the Administration committee in line with the
budget.
- Coordinates the work of the Administrative Officers
and all departments, offices and agencies of the Village
- Provides sound and consistent administrative
direction to Village departments pursuant to Council policy and direction
- Coordinates the Personnel Policies and Procedures of
the Village
- Sees that all laws, provisions of the Charter and
ordinances of the Village are enforced
- Meets with community and professional groups to seek
citizen input, recommendations and support for Village projects
- Fosters intergovernmental cooperation by acting as
the Village's participant representative with county, state, federal and
local municipal agencies
- Provides administrative support for various boards
and commissions created by Village Charter or ordinance.
- Prepares, submits and implements the Annual Village
Operating & Capital Budgets
- Advises the Council as to the financial condition
and needs of the Village
- Furnishes the Council with information concerning
Village affairs and prepares and submits such reports as may be required
or which the Council may request
- Researches, drafts and makes recommendations to the
Council on affairs of the Village, including such items as ordinances,
resolutions, policies, fees, plans, etc.
- Develops, establishes, implements, evaluates, and
modifies overall Village rules and procedures
- Purchases or supervises all purchasing for the
Village
- Attends and participates in professional meetings to
keep abreast of current developments in municipal government and
innovative and cost-effective methods of delivering Village services
- Delivers speeches and programs as directed by the
Council or requested by Village residents
- Performs other duties as requested by the Council
In the Village of Bellaire, the Council Executive also serves as the
Village Clerk.
The Village of Bellaire appoints a
Village Treasurer who is
responsible for the financial aspects of the Village. The Treasurer
collects taxes, pays the bills, sits on the Investment Committee and is
responsible for the yearly audit of the Village.
Election Information:
All Village elections are held the first Tuesday, after the second Monday,
in September, of odd numbered years. The
Village President and all trustees are elected for four-year terms.
The President and two trustees in one odd numbered year and the other four
trustees in the next odd numbered year. The President Pro-Tempore is a
member of the Village Council and is selected by the council, every October
for a one year term appointment. The President Pro-Tempore, in the
absence of the President, shall preside at Village Council meetings and
serves as the acting President.
Code of Ordinances:
The Code of Ordinances for the Village of Bellaire are the local laws, on
many different subjects, that have been adopted over time by the Village
Council. It is prepared at the direction of the Village Council by and under
the supervision of the Village Attorney. The Code is also available for
viewing and copying at the Village offices.
